Authority and Responsibilities of the Chief Workforce Development Officer
The Senior Advisor to the Governor for Workforce is charged with creating and implementing a statewide strategic plan for workforce development that will address the need for reforms in workforce policy at the local and regional level. The Senior Advisor is also charged with facilitating the implementation of the Commonwealth's various workforce development and training programs across state government to ensure that services are managed, operated and delivered with efficiency and responsiveness to the needs of both employers and employees throughout Virginia.

The Senior Advisor for Workforce has been appointed by Governor Kaine to serve as the Chief Workforce Development Officer on the Governor’s behalf. The Senior Advisor is committed to following the mission below to enhance Virginia’s workforce and coordinate a more efficient and effective system to improve the Virginia Workforce Network.

Governor Kaine Institutes Executive Order to Post Jobs Created by 2009 American Recovery and Reinvestment Act on State Job Bank
Governor Kaine has approved Executive Order 85 (2009) to require the posting of jobs created by the 2009 American Recovery and Reinvestment Act (federal stimulus) on the Virginia's state job bank, the Virginia Workforce Connection. The Executive Order aligns with calls from the United State Secretary of Labor Hilda Solis to connect workers to jobs created by the Act.
2009 American Recovery & Reinvestment Act Funds Several Workforce Projects
Governor Kaine has funded several projects with the 2009 American Recovery and Reinvestment Act (federal stimulus) funds made available under the Workforce Investment Act. The projects all advance components of the Governor’s Workforce Development Strategic Plan, are geographically distributed throughout the Commonwealth, and represent the varied array of responsibilities for the workforce development system, such as assisting the hard-to-serve, meeting business needs, enhancing one stop delivery, and filling critical skills gaps. They are being implemented by state agencies and educational institutions as well as from other entities that submitted applications.

Virginia's Career Pathways Strategic Plan
Virginia's Career Pathways Strategic Plan is the nation's first statewide initiative streamlining current workforce development policies and programs. The plan outlines the steps the Commonwealth can take to adopt a "career pathways' workforce development framework for the 21st century.
