"ONE STOP INTEGRATION 101"

An Introduction to Comprehensive One Stop Center Operations 

On May 14th, 15th and 16th, 2008 9:00 AM – 4:00 PM the Senior Advisor to the Governor for Workforce, in partnership with the Employment and Training Administration of the U.S. Department of Labor (ETA), presented a 6-Hour Video-conference Course.  The same course was offered on 3 different days at Virginia Department of Transportation (VDOT) sites around the state.

This course provided an introduction to comprehensive One-Stop centers, including partnering, service integration, cost sharing and all aspects of operation.  Participants learned how to continue to manage successful programs and provide outstanding customer service - with limited resources - in a whole new environment.   

Content was presented by the Virginia Community College System, the Governor’s Office for Workforce Development, ETA’s Region 2 office and workforce system personnel from other states in the region.  Actual case studies and models of success were presented throughout the session.

I. What is a Comprehensive One Stop Center?

  • WIA requirements and the Governor Kaine’s vision for Virginia’s Centers based on Executive Order 61 (2008)
  • What agencies and entities must participate and why
  • Service integration- what it is and why it makes sense
  • Addressing the challenges of integration
  • Maintaining focus on the customer

II. Sharing Objectives, Space and Resources

  • Planning ahead for the Center you want
  • Designing a functional Center layout
  • Cost sharing and allocation of resources
  • Managing state agency leases
  • Sharing facilities, equipment, and personnel

III. Setting up Operations

  • The local MOU - establishing the roles and responsibilities of partners
  • The role of the One Stop Operator
  • Assembling the Center management team and structure
  • Who is the boss? - staff & management accountability in an integrated environment

IV. Integrated Service Day-to-Day

  • Functional locations
  • Staff meetings - determining their focus, purpose and schedule
  • Cross training and informational sessions to create a cross-functional team
  • How to “leave your agency at the door”- working together to focus on the customer
